The site is hosted by the Radio Communications Unit of the Abdus Salam Centre for Theoretical Physics in Trieste, Italy. Professor Sandro Radicella, head of the team in the Aeronomy and Radiopropagation Laboratory, is asking for interested people to make submissions and to participate in the forums.

This is certainly an area of expertise which is needed in today's world. As one of the many geeks located here in Costa Rica who is frustrated with the level of service provided by the government monopoly, I can tell you that we have spent several years gleaning this information from the Internet as well as learning by doing. So with time permitting we hope to contribute to this effort. The site is just getting started, so there is not much information yet, but please take a look if you are interested or can contribute.
