This study will identify what's happening with FLOSS in the Latin American and Carribean countries. It will be an extensive inquiry into their current experiences as well as expectations and reasonings of the different players. These include governments, private industry, and academic groups.
One thing to understand about this area of the world is that these are group cultures, and that each one watches what the others are doing. This will help all of them to learn from each other, and to share in each others' successes and failures. It also means that they will move as a group; so while the movement may start slowly, it will build momentum over time.
