Open Source Government could happen. The current model can't work within today's communication paradigm. Bureaucratic governments are too fat and lazy and can't respond in real time whereas a community that is connected through the internet can support a dynamic form of government.
Let's be honest with ourselves and admit that all existing societal models are broken and are in fact constraints on human development and enrichment. Think about all the human potential that is suppressed because government bureaucracies are a burden carried by all of us. I've personally progressed from liberal to conservative to libertarian to anarchist. People are afraid of anarchy (they expect chaos I guess) but maybe OSG has a chance.
Is there a country on the planet that's ready to try? Or is there a country for geeks to populate, take over (friendly of course, geeks abhor bloodshed unless in cyberspace), and establish Open Source Government?

There is a general mistrust of government manipulation of data already exiting in almost all countries. People challenge election results continually, and doubt information published by governments as factual. Before an Open Source Government can exist, the trustbond which has been broken needs repair.
Television news (commentary) has brought wars to our screens and have given us a broader view. But even with this, there were charges of biased reporting, closed sites and managed releases. Would virtual government help this?
The US form of government has been run by special interests for years, and the average voter feels helpless. The Internet is already being run by special interests - how do we feel that virtual government is going to improve this?
I would subscribe instantly to a change in the political system that returned the government to the will of the people.
