This is bound to be a classic in the annals of the Linux revolution. Note that the OpenSource site also has the scanned original letters. Congressman Villalobos analytically replies to each of Microsoft's charges, and shows exactly why the citizens of any state benefit from (among other things) the transparency and better security offered by Free Software.

If you try to imagine Orrin Hatch (US) writing this letter, you will quickly see why we think that the ideas of Linux and Free Software are changing course and are going to spread more quickly in cultures other than the ones where they started. While corporations and law-making bodies of developed countries are acting quickly now to close the possibilities and freedom afforded by these ideas, by lawsuits and software patents, individuals in developing countries are speaking out very clearly about the real issues, and are making decisions that will be very helpful in the long term. Of course it remains to be seen what actually happens, but the signs are very obvious.
